A device_type extension for postgres

The `pg-device_typey` extension create new data types `device_type`, which is a enum types.

Here are the different possible types/

- Bot
- Console
- Ipod
- Mac
- Pc
- Phone
- Server
- Simulator
- Tablet
- Tv
- Unknow


The extension also creates comparison operators and operator classes for btree and hash indexes.
